Nobian and Air Products sign long-term offtake for RFNBO hydrogen from Rotterdam

Nobian and Air Products have signed a long-term agreement for the offtake of RFNBO-compliant, ISCC EU‑certified hydrogen produced at Nobian’s Rotterdam facility. Air Products will make these certified molecules available through its existing infrastructure to customers and fuel suppliers.
Asset and certification
The hydrogen is produced at Nobian’s renewables-powered chlor‑alkali electrolysis plant in Rotterdam. In 2025 the facility became the first large-scale European renewable hydrogen producer to receive ISCC EU certification for RFNBO. The plant has more than 14,000 tonnes per year of hydrogen capacity, equal to 1.68 PJ, and is described as Europe’s largest RFNBO‑certified hydrogen plant.
Market impact and compliance
The agreement expands access to RFNBO-certified hydrogen in the Rotterdam hub and is positioned to help customers meet RED III obligations in the Netherlands. RED III requires that by 2030 at least 1% of transport fuels and 42% of hydrogen used in industry in the EU come from RFNBO-certified sources.
