Chiyoda: Demonstration of next-generation remote O&M using IOWN APN

Project scope
Chiyoda will participate in a government-backed demonstration of next-generation remote operation and maintenance (O&M) using the All-Photonics Network (APN)-IOWN, in partnership with NTT EAST, Siemens and Emerson under the Ministry of Internal Affairs and Communications' Regional Society DX Promotion Package Project.
Technical approach
The demonstration leverages IOWN's high-capacity, low-latency and zero-jitter characteristics to enable real-time remote equipment monitoring, control and anomaly detection by transmitting large volumes of sensor data. It will test whether anomalies traditionally identified onsite through subtle sound and vibration cues can be detected remotely, and whether remote control can achieve onsite-equivalent stability, safety and responsiveness.
Roles and technologies
Chiyoda will build a simulated plant environment and lead the plant-system demonstrations. NTT EAST will manage the project and provide the IOWN connection. Siemens will provide a virtual PLC and Emerson will supply Ethernet-APL compatible devices. Results will be integrated with Chiyoda's plantOS solution.
Schedule and outlook
The demonstration is planned for July 2026–February 2027. Partners expect to validate operational safety, maintainability and stability for candidate plants in FY2027 and aim to establish a practical remote O&M model for deployment from FY2028. Note: NTT EAST has offered IOWN 1.0 since March 2023 and launched All-Photonics Connect powered by IOWN (maximum 800 Gbps) in December 2024.
