Dow is presenting four new personal care ingredients and four formulation concept collections at in-cosmetics Asia 2026 to help formulators balance performance, sensory appeal and formulation flexibility across skin care, sun care, color cosmetics and hair care.
New ingredients
DOWSIL™ EL-9400 Hybrid Elastomer Blend combines rich, smooth textures with mattifying and soft‑focus benefits in a readily biodegradable, bio‑based carrier containing 97% bio‑based carbon and a natural‑origin index of 0.86 under ISO 16128. DOWSIL™ 8190 Oil Gellant structures both silicone and organic oil phases into soft or firm gels, enabling expanded sensory and formulation possibilities for color cosmetics and hair care. EcoSmooth™ Universal Fluid 2000 is a readily biodegradable emollient that delivers a smooth, slippery, non‑tacky feel across personal care formats. EcoSmooth™ Universal Fluid 3000 provides conditioning and lubricity with a non‑tacky feel and can improve antiperspirant/deodorant spreadability while reducing white residue.
Formulation concepts
Four concept collections translate ingredient functionality into consumer experiences: La Cuisine de la Beauté (playful, food‑inspired textures); PreciseCare (targeted conditioning for damaged hair ends); Scalp Care Essentials (a scalp‑first routine to cleanse, soothe, rebalance and protect); and SulFree Care (gentler cleansing with rich foam, strong conditioning and bio‑based polymers using fewer surfactants).

Attendees can sample textures and after‑feel at Dow’s booth W10. A technical seminar on DOWSIL™ 8190 Oil Gellant will be presented by Pornpan Singhapantu on Nov. 3 from 10:45–11:15 a.m. at Technical Seminar Theatre 2, booth A50.
