VPR Energy B.V., operating as VPR Refinery, is a condensate splitter refinery located in the Port of Rotterdam, Netherlands, near Rozenburg. Wholly owned by Vitol Refining Group B.V., a subsidiary of global energy trader Vitol, it was acquired in July 2017 from Koch HC Partnership B.V.

Originally built in 1993 with a capacity of 65,000 barrels per day (kbpd), the facility has been expanded and optimized, including the addition of a naphtha splitting unit in 2008, to reach 120 kbpd. It processes flexible blends of crude oil and condensate to produce naphtha, jet fuel, gas oil, and residuals, serving customers in Europe's key oil and petrochemical hub.

Recent upgrades have made it one of Europe's most energy-efficient refineries, achieving a 50% reduction in NOx emissions, 80% in SO2, and 40% in energy use through advanced furnace technology. Plans are underway for an adjacent chemical recycling plant by Vitol's WPU to process 80,000 tonnes/year of post-consumer plastics via batch pyrolysis into circular feedstocks.
