Valero Refining-Texas, L.P. is a wholly owned subsidiary of Valero Energy Corporation (NYSE: VLO), a leading independent petroleum refiner and marketer of transportation fuels and petrochemical products. The limited partnership operates multiple petroleum refineries along the Texas Gulf Coast, including the Texas City Refinery (approximately 260,000 barrels per day capacity), Corpus Christi refineries (combined around 370,000 bpd), Port Arthur Refinery, and other facilities. These sites process a range of crude oils into gasoline, ultra-low sulfur diesel, jet fuel, liquefied petroleum gases, petroleum coke, sulfur, and aromatics.
Feedstocks are received via pipelines, deepwater marine terminals, and barges, with products distributed through similar channels and third-party pipelines. The subsidiary manages complex refining operations subject to stringent environmental, safety, and regulatory standards, including EPA Toxic Release Inventory reporting. It forms a core part of Valero's U.S. Gulf Coast refining network, which supports the parent's total global throughput capacity of about 3 million barrels per day across the United States, Canada, and the United Kingdom.
In October 2026, Valero Refining-Texas, L.P. entered into an agreement to acquire the former LyondellBasell Houston refinery site and related assets on the Houston Ship Channel for $320.5 million. The approximately 700-acre facility, adjacent to an existing Valero Houston refinery, is planned for restart of 165,000 bpd light sweet crude processing capacity by the end of 2027, with potential later investments in heavy sour crude capabilities. The transaction includes assumption of site operations, environmental liabilities, and employee obligations, subject to regulatory approvals and expected to close by year-end 2026.
