Its role Owner
Sinopec Star (Inner Mongolia) West-to-East Hydrogen New Energy Co., Ltd. is a Chinese limited liability company established in August 2023 and registered in Shangdu County, Ulanqab City, Inner Mongolia Autonomous Region. It operates as a specialized project entity under the Sinopec New Star (or Sinopec Star) new energy platform, which is a wholly owned subsidiary of China Petroleum & Chemical Corporation (Sinopec Corp.), the country's largest refiner.
The company's primary activities focus on the development, investment, construction, and operation of large-scale green hydrogen production and transmission infrastructure. It serves as the filing applicant and responsible entity for the Ulanqab 100,000 tonnes-per-year wind-solar green hydrogen integration project in Shangdu County. This includes approximately 1 GW of alkaline electrolysis capacity across 25 halls, associated renewable power generation (1.742 GW wind and 0.804 GW solar), hydrogen storage, and supporting infrastructure such as a reclaimed water pipeline.
A key component is the long-distance pure hydrogen pipeline, with the Inner Mongolia section (approximately 119 km) already approved and the full route spanning roughly 1,145 km from Ulanqab through Inner Mongolia, Shanxi, Hebei, Beijing, and Tianjin to Sinopec's Yanshan Petrochemical complex. The pipeline has a design pressure of 6.3 MPa and near-term capacity of 100,000 t/y (with long-term potential up to 500,000 t/y). The hydrogen is intended for industrial use in refining and petrochemical processes to displace grey hydrogen.
As part of Sinopec Group's broader hydrogen strategy, the company contributes to China's first cross-provincial large-scale green hydrogen pipeline demonstration and supports national goals for renewable energy integration and decarbonization in the chemical sector. It previously appeared under the name Sinopec Star Inner Mongolia Green Hydrogen New Energy Co. in project quotas and databases.
