Headquartered in Tianjin's Binhai New Area, the company operates the Tianjin Nangang Ethylene Project, featuring a 1.2 million tonnes per annum (mtpa) ethylene cracker, a 500,000 tonnes per year high-density polyethylene (HDPE) plant, and 11 downstream derivative units producing products such as linear alpha olefins, polyolefin elastomers, and ultra-high molecular weight polyethylene.

The complex, integrated with Sinopec's Tianjin refinery, started up successfully in November 2024, with 10 units operational. It emphasizes green initiatives, including green electricity supply and energy-efficient technologies. As of late 2025, INEOS is in negotiations to exit the venture amid weak Chinese market conditions.

Also known as 中英石化 and ISTPL.
