Its role Offtaker
The Financial Settlement Center for Renewable Energy Sources LLP is a state-owned limited liability partnership operating under the direct management of the Ministry of Energy of the Republic of Kazakhstan. It functions as the single centralized buyer responsible for purchasing all electricity generated by renewable energy sources (RES) facilities and supplied to the country's unified power system, as well as reselling it to consumers.
Established on 27 August 2013, the organization implements Kazakhstan's state support mechanism for renewables through competitive auctions and the conclusion of long-term power purchase agreements (PPAs), typically for 15 or 25 years. It also serves as the single buyer in the national electricity capacity market, procuring services to ensure system reliability and load readiness. Headquartered at 59 Tauelsizdik Avenue in Astana, it operates nationwide within Kazakhstan.
The entity is 100% state-owned and was transferred from KEGOC JSC to Ministry of Energy oversight following re-registration in June 2022. In the Kazakh energy sector, it plays a central role in de-risking RES investments by providing guaranteed offtake, having supported the commissioning of over 140 new RES facilities and the attraction of hundreds of millions of dollars in sector investments while maintaining full compliance with payment obligations to producers.
Also known as ТОО «Расчетно-финансовый центр по поддержке возобновляемых источников энергии», Settlement and Financial Center for renewable energy support, Financial Settlement Center for the Support of Renewable Energy Sources LLP, and RFC for RES.
