The Regional State Administrative Agency for Southeastern Finland (Kaakkois-Suomen aluehallintovirasto, AVI) is a Finnish government authority responsible for regional licensing, supervision, and enforcement in the regions of Kymenlaakso and South Karelia. It acts as an environmental permit authority and water permit authority, implementing national legislation and ensuring lawful, transparent procedures with public participation.
For the chemical, energy, and process industries, the agency handles environmental and water permits for industrial installations and infrastructure, coordinates and oversees Environmental Impact Assessment (EIA) procedures, and monitors compliance with environmental protection and water legislation. It publishes permit decisions and supervises their conditions, working in coordination with regional ELY Centres and national bodies such as the Finnish Safety and Chemicals Agency (Tukes). Industrial operators in Southeastern Finland interact with the agency throughout project planning, permitting, and operational compliance.
The project will produce renewable e-methane and hydrogen, using CO2 capture and green hydrogen, with waste heat aiding district heating. Public review of the EIA is open until October 3, 2023.
