The Port of Rotterdam Authority (Havenbedrijf Rotterdam N.V.) is the publicly owned corporation responsible for managing, developing, and operating the Port of Rotterdam, the largest seaport in Europe by cargo throughput. It oversees port infrastructure, maritime access, land allocation, safety, and environmental performance across the port area. The company is owned by the Municipality of Rotterdam and the Dutch State.
For the chemical industry, the Port of Rotterdam hosts one of Europe’s most extensive integrated petrochemical and energy clusters. The authority leases sites to industrial operators and provides deep-water access, terminals, storage, and pipeline corridors that handle crude oil, refined products, chemicals, LNG, and other bulk commodities. It coordinates nautical services, enforces port regulations, and supports connectivity with the hinterland via pipelines, rail, inland waterways, and road.
Strategic programs led or facilitated by the authority include port expansion and modernization (e.g., Maasvlakte developments), digitalization of port logistics, and energy transition initiatives. Key focus areas include hydrogen production and import infrastructure, CO2 transport and storage (e.g., the Porthos project), shore power, and efficiency measures aimed at reducing emissions and improving safety and reliability for industrial users.
