LIPOR (Serviço Intermunicipalizado de Gestão de Resíduos do Grande Porto) is the intermunicipal authority responsible for municipal solid waste management in the Greater Porto region of Portugal. It serves eight municipalities and plans, coordinates, and oversees the region’s integrated waste system.
Its activities cover waste prevention and education, separate collection, sorting and recycling of packaging, organic waste treatment and compost production, energy recovery from residual waste via waste-to-energy, and landfill management and environmental monitoring. By prioritizing resource recovery and circular-economy practices, LIPOR converts non-recyclable waste into energy, returns secondary materials to value chains, and supports regional sustainability goals in compliance with Portuguese and EU regulations. The organization collaborates with member municipalities and specialized service providers to operate key facilities and to improve efficiency, environmental performance, and community outcomes across the waste lifecycle.
