Non-profitChina
The International CCUS Technology Innovation Cooperation Organization (ICTO) is a global non-profit alliance focused on advancing carbon capture, utilization and storage (CCUS) technologies to support climate change mitigation and the low-carbon energy transition.
Established on July 11, 2025, in Beijing under the guidance of the China Association for Science and Technology (CAST) and led by China Petroleum & Chemical Corporation (Sinopec), it unites around 60 founding members comprising enterprises, research institutions, industry associations and experts from more than 20 countries across Asia, Europe, the Americas and Oceania.
ICTO's mission, “Innovating for Carbon Pathway, Sharing the Future,” centers on building an international platform for knowledge exchange, technology innovation, standards development, joint research projects, policy advocacy and talent cultivation through a ten-year “three-step” strategy aimed at creating a credible and authoritative global network.
Headquartered in Beijing with international operations, ICTO has co-hosted events including the 2026 International CCUS Technology Conference in Astana, Kazakhstan, and collaborates on initiatives for low-carbon energy development. Ma Yongsheng, Academician of the Chinese Academy of Engineering and former Sinopec Chairman, serves as its first president.
While initiated by Sinopec, ICTO operates as an independent non-profit entity positioned as a key collaborative hub in the emerging global CCUS industry, distinct from commercial operators or regulatory bodies.
Also known as International CCUS Technology Innovation & Cooperation Organization, 国际二氧化碳捕集利用封存技术创新合作组织, and International Carbon Capture Utilization and Storage Technology Innovation & Cooperation Organization.
