Its role Owner
Huajin Aramco Petrochemical Company Limited is a Sino-foreign joint venture petrochemical company headquartered in Panjin, Liaoning Province, China. It develops and operates a large-scale integrated refining and petrochemical complex in the Liaodong Bay National Economic and Technological Development Zone.
The project, with a total investment of 83.7 billion yuan, encompasses a 300,000 barrels-per-day refinery and petrochemical facilities including 1.65 million metric tons per year of ethylene production capacity and 2 million metric tons per year of paraxylene, plus multiple downstream units for high-density polyethylene, polypropylene, ethylene oxide/glycol, propylene oxide, polyether polyols, and other fine chemicals and new materials.
Ownership is structured as 51% by Northern Huajin Chemical Industries Group Corporation (a NORINCO Group subsidiary), 30% by Aramco Overseas Company B.V., and 19% by Panjin Xincheng Industrial Group Co., Ltd. The company leverages Saudi Aramco's crude supply (up to 210,000 bpd committed) and local operational expertise to produce high-value petrochemicals and fine chemicals.
Established in December 2019, the complex reached mechanical completion of all 32 main units by late 2025 and entered commissioning in 2026, receiving its first Arabian crude shipment in October 2026. It positions itself as a benchmark China-Saudi energy cooperation project, aiming to build a world-class, intelligent, green, and intensive petrochemical base that enhances China's self-sufficiency in key chemical raw materials and supports Aramco's global downstream strategy.
