Its role Investor / Financier
The Fonds d'Investissement Stratégique de la République Démocratique du Congo (FIS-RDC), also referred to as the Strategic Investment Fund of the Democratic Republic of the Congo, is a public investment institution established by Decree No. 25/031 on 2 October 2025. It functions as an établissement public d'investissement stratégique under the supervision of the Ministry of Finance and is wholly owned by the Congolese state.
The fund's mandate is to mobilize and structure innovative financing to accelerate the national development strategy, foster territorial inclusion, diversify the economy, and enhance national sovereignty. It invests exclusively in the Democratic Republic of the Congo, targeting strategic sectors such as mining and natural resources, energy, infrastructure, and agriculture. FIS-RDC employs tools including direct equity investments, dedicated vehicles, public-private partnerships, co-investments with domestic and international partners, and financial leverage.
Headquartered at 01 Avenue Zongo Ntolo in Kinshasa's Gombe commune, the fund adheres to responsible investment standards, incorporating ESG criteria, the Santiago Principles for sovereign wealth funds, and alignment with UN Sustainable Development Goals. It prioritizes long-term investments (typically 5-20 years) that deliver both financial returns and measurable socio-economic impacts, such as job creation, local value addition, and balanced territorial development, in line with the National Strategic Development Plan 2024-2028.
FIS-RDC's inaugural announced transaction was its equity participation in the Kalumbila–Kolwezi Interconnector Project (KKIP), a 200 km, 700 MW cross-border high-voltage transmission line connecting Zambia and the DRC's Copperbelt mining region, signed in October 2026 alongside partners including EnPower, Gridworks, and Trafigura.
Also known as Fonds Stratégique d'Investissement de la RDC, DRC Strategic Investment Fund, and Fonds d'Investissement Stratégique (République Démocratique du Congo).
