The European Investment Fund (EIF) is a specialist EU financial institution focused on providing risk finance to small and medium-sized enterprises (SMEs) across Europe. As a core component of the EIB Group, it deploys equity investments, guarantees, and other instruments to support innovation, growth, and job creation, particularly in sectors where access to traditional financing is limited.
Established in 1994, the EIF operates by partnering with banks, venture capital funds, and other intermediaries to channel capital to businesses. Its activities include venture capital and private equity support, as well as guarantee schemes that mitigate risk for lenders. The fund plays a central role in EU policy implementation, including programs that mobilize private investment for economic development.
Ownership is shared among the European Investment Bank (EIB), the European Commission, and European financial institutions. Headquartered in Luxembourg, the EIF maintains a pan-European reach while contributing to initiatives such as securitisation deals that provide protection on mezzanine and senior tranches to encourage lending, as demonstrated in partnerships with banks in member states including Bulgaria.
In the broader financial landscape, the EIF serves as a key enabler of SME financing within the EU, bridging gaps between public policy objectives and private sector capital markets without engaging in direct commercial banking activities.
