The City of Johannesburg Metropolitan Municipality is the local government authority for Johannesburg in Gauteng, South Africa. It plans, regulates and delivers municipal services across the metro, including spatial planning and zoning, roads and stormwater (via the Johannesburg Roads Agency), electricity distribution (City Power), water and sanitation (Johannesburg Water), solid waste management (Pikitup), public transport, environmental health, and disaster risk management through Johannesburg Emergency Management Services.
For industrial and infrastructure operators, the municipality is the primary interface for land-use approvals, building control and by-law enforcement. It coordinates emergency preparedness and response, issues wayleaves and servitude permissions for pipelines and other utilities, and supports implementation of national and provincial requirements related to major hazard installations, environmental management and public safety.
