Cembureau – Association Européenne du Ciment, known in Latin script as Cement Europe (formerly CEMBUREAU), is the representative organization of the European cement industry. Based in Brussels, it serves as the voice of the sector before EU institutions and public authorities.

Founded in 1947, it comprises 28 full members—national cement associations and companies from EU countries (except Malta), Norway, Switzerland, and the United Kingdom—plus one associate member (Serbia) and cooperation agreements with Cyprus and Ukraine.

The association communicates the industry's positions on technical, environmental, energy, health, safety, and sustainability issues. Key focuses include decarbonization through its Net Zero Roadmap targeting carbon-neutral production by 2050, innovation in low-carbon technologies like clinker substitution and CCUS, policy advocacy for competitiveness, and sustainable construction practices.
