Agência Nacional de Petróleo de São Tomé e Príncipe (ANP-STP) is the national petroleum authority of São Tomé and Príncipe. It oversees the governance of the country’s oil and gas sector—particularly upstream activities in the offshore Exclusive Economic Zone in the Gulf of Guinea.
ANP-STP’s mandate includes organizing licensing rounds, negotiating and administering petroleum contracts (such as production sharing agreements), regulating and monitoring operators, and ensuring compliance with health, safety, and environmental standards. The agency manages national geoscience and petroleum data, promotes responsible exploration and development, and advances local content and capacity-building goals. It also represents the state’s interests in petroleum operations and coordinates with international partners and regional institutions to support transparent, sustainable resource management.
