Administración Nacional de Combustibles, Alcohol y Portland (ANCAP) is Uruguay’s state-owned energy and materials company. It is responsible for the refining, import, storage, and distribution of petroleum products and liquefied petroleum gas, and operates the country’s sole oil refinery at La Teja in Montevideo. ANCAP also manages a nationwide network of service stations supplying gasoline, diesel, and related products.
Beyond fuels, ANCAP produces and markets industrial alcohols and biofuels (including ethanol and biodiesel) through affiliated operations, and supplies lubricants, asphalt/bitumen, and other petroleum-derived products. The company also manufactures Portland cement and related construction materials. Its activities are supported by logistics assets such as terminals, pipelines, and maritime and land transport, serving Uruguay’s energy and industrial supply chains.
