The African, Caribbean and Pacific Trust Fund (ACP Trust Fund) is a multi-donor development finance vehicle created in 2023 and managed by the European Investment Bank (EIB) via its EIB Global division.
It comprises two main compartments: an EU compartment funded by the European Commission (€500 million committed) and a Member States compartment supported by contributions from EU countries such as Germany, Sweden, Denmark, Finland, Luxembourg, Portugal and Spain (over €74 million pledged initially).
The fund delivers grants, technical assistance and blended finance instruments including equity, quasi-equity, subordinated debt and risk-sharing facilities to enable high-impact private-sector projects in ACP countries that would otherwise struggle to attract funding.
Priority areas encompass climate action, connectivity infrastructure, and jobs and inclusive growth, in line with the EU Global Gateway strategy and the Neighbourhood, Development and International Cooperation Instrument (NDICI – Global Europe).
Geographic focus covers Africa, the Caribbean and the Pacific, with emphasis on least developed and fragile states; operations support sustainable economic, social and environmental outcomes, gender equality and employment generation across beneficiary countries.
Owned and funded by EU institutions and Member States, the trust fund operates as a public grant and blending programme under EIB oversight, complementing direct EIB lending in the regions.
Also known as Fonds fiduciaire pour les États d’Afrique, des Caraïbes et du Pacifique.
