Green Hydrogen Development Advances at Raffinerie Heide, Germany

Raffinerie Heide GmbH is pleased with the €194 million budget allocated by the State Government of Schleswig-Holstein for the HySCALE100 green hydrogen project. The project aims to develop large-scale green hydrogen production to decarbonize the petrochemical and cement industries. The budget allocation indicates confidence that the project may be approved as part of the European Union's 'Important Projects of Common European Interest' initiative. The project envisions wind-powered hydrogen production and the synthesis of CO2 captured from cement and refinery facilities with green hydrogen to produce clean petrochemical products. Electrolyser capacity is expected to be constructed by 2026 and scaled up to 2.1 GW post-2026.

Hemmingstedt – Raffinerie Heide GmbH welcomes the €194 million that has been budgeted by the State Government of Schleswig-Holstein for the HySCALE100 green hydrogen project, as confirmed in the State Government’s 2023 Budget published this week.

HySCALE100 will see Raffinerie Heide working in partnership with EDF-Hynamics, Holcim and Ørsted to develop large-scale green hydrogen production, for the purposes of decarbonising the petrochemical and cement industries. Budgeting by the State Government of Schleswig-Holstein signals real confidence that this project has the potential to be approved as part of the European Union’s ‘Important Projects of Common European Interest’ (IPCEI) initiative.

“With governments across the continent refocussing the need to think more strategically about both energy security and the transition to a low carbon economy, it is only right that we get fully behind the development of green hydrogen now”.

HySCALE100 envisions the integration of wind-powered hydrogen production, with CO2 captured to produce a broad range of clean petrochemical products:

CO2 captured from both Holcim’s Lägerdorf cement factory and Raffinerie Heide will be synthesised with green hydrogen – via electrolysis at the refinery – to create green methanol;

Clean e-methanol will be placed on the market as a green fuel, as well being fed into a methanol-to-olefin plant located at the refinery – this plant will produce green propylene and ethylene, from which a range of petrochemical based products are derived;

Should HySCALE100 be approved for further development, work will be undertaken to construct electrolyser capacity at Raffinerie Heide, totalling 500MW. This is likely to be scheduled for operation by 2026 and would involve CO2 from the refinery being captured and synthesised with the green hydrogen produced;

Post-2026, the vision is for electrolyser capacity to be scaled up to 2.1 GW, with CO2 from both the refinery and the cement factory captured and synthesised with the green hydrogen produced.
